The St. Lawrence Seaway was reopened.

A damaged lock on the Welland Canal was refilled with water for the first time since Oct. 14, when part of the lock wall collapsed, blocking the seaway and costing shippers an estimated $1 million a day. The lock, at the northern end of the canal linking Lake Erie with Lake Ontario, normally raises a ship about 45 feet, but, before any ship could enter the lock, two construction barges had to be pulled out by tugs. A total of 130 vessels have been left stranded by the collapse. Officials said it will take about a week to clear the backlog and return shipping to normal on the waterway that links the Great Lakes with the Atlantic.
