America’s Roman Catholic bishops on Tuesday elected a black to a major church policy-making post for the first time in an action hailed as an encouraging symbol to blacks, who have tended to steer clear of Catholicism.

Election of Auxiliary Bishop Eugene A. Marino of Washington as secretary of the National Conference of Catholic Bishops marked the first time that a black has been named to one of the organization’s four top positions.
