Joseph P. Kennedy II, eldest son of the late Sen. Robert F. Kennedy, is considering whether to run for retiring House Speaker Thomas P. (Tip) O’Neill Jr.’s seat in 1986, an aide said. Kennedy, 32, who managed the 1976 reelection campaign of his uncle, Sen. Edward M. Kennedy (D-Mass.), told the Boston Herald he is conducting an opinion poll on his popularity in Massachusetts’ 8th Congressional District.
