President Reagan today vetoed a $13-billion appropriation bill that includes operating funds for the Treasury, the Postal Service and the White House itself.

The vetoed measure was $951.1 million more than the Administration requested and $289 million more than the congressional budget resolution allowed, primarily because $820 million was provided for the Postal Service to subsidize lower mailing rates for charities and other groups. The Administration proposed elimination of the subsidy.
