Belgium became the 22nd country to qualify for next year’s World Cup soccer finals in Mexico despite losing, 2-1, to The Netherlands at Rotterdam. The Belgians won the first game at Brussels, 1-0, and qualified on the away-goals rule.
In another qualifying game at Glasgow, Scotland defeated Australia, 2-0, and needs only a tie in the second game Dec. 4 at Melbourne to reach the final 24.
