Twenty states and the U.S. Virgin Islands have been awarded a total of $15.8 million to provide compensation and such services as rape counseling to crime victims under a new government grant program. The awards, established by Congress when it passed the Victims of Crime Act of 1984, are the first of their kind, said Assistant Atty. Gen. Lois Haight Herrington, who heads the Office of Justice Programs. The largest of the 20 grants--more than $5.1 million--went to California.
