Francis X. Lilly, the Labor Department’s top legal officer for the past two years, is resigning to join a New York-based international investment banking firm, it was announced Monday.
Lilly will leave his post as department solicitor Dec. 9 to become executive vice president of Custodial Trust Co., a wholly owned subsidiary of Bear, Stearns & Co. He will help develop and manage pension and welfare plans covered by the federal Employee Retirement Income Security Act.
