More than 100 House members, fearing fundamental damage to U.S. relations with black African governments, sent a letter to President Reagan urging him not to aid Jonas Savimbi’s guerrilla movement. The House voted earlier this year to overturn the Clark Amendment of 1976, which barred assistance to any faction in Angola, where the Marxist government has long battled Savimbi’s rebels. New legislation seeks $27 million in humanitarian aid for the rebels.
