Bomb Bursts Near Summit Talks

LUXEMBOURG —
A small bomb exploded today near the conference center where 12 European heads of government were meeting at the start of a two-day summit meeting on the Common Market. No one was injured.
The device, which apparently was thrown from a passing car, blew out the windows of a nearby parked car and dug a crater 1 1/2 feet round and 1 foot deep in the ground, police said. The blast vibrated through the Kirchberg European Center, and unconfirmed reports said a second charge failed to go off.
