For the first time in more than 20 years, the population of California Youth Authority institutions and camps has reached the 7,000 mark, the agency reported. The authority said there are 7,013 wards, compared to 6,349 at the beginning of the year and 4,077 in 1977. The all-time high authority population is 7,359, recorded in June, 1965.
