A couple who own a four-story apartment building near downtown Los Angeles were charged with 21 misdemeanors for alleged dangerous conditions there. Rudolph Staback, 55, and his wife, Grace, 48, were charged with violations of city health, fire and building and safety codes. “The tenants of this building are living in deplorable conditions,” said City Atty. James K. Hahn. The Stabacks are scheduled to be arraigned Jan. 2. Each misdemeanor count carries a maximum penalty of six months in jail and a $1,000 fine. The couple were convicted in 1981 on eight counts of code violations, fined $4,000 and placed on two years’ informal probation.
