A Los Angeles pharmacy firm has been fined $9,950 after entering no-contest pleas in Los Angeles Municipal Court on six counts of keeping improper records of controlled substances, the Los Angeles city attorney’s office announced. Employees of Willoughby-Horne Enterprises Inc., which ran the now-closed W. H. Pharmacy on South Vermont Avenue, allegedly dispensed large quantities of narcotics illegally, authorities said.
