Former City Councilman Floyd Morrow on Tuesday became the first announced candidate for mayor in the Feb. 25 special city election.
Morrow, 52, a Democrat, was the council’s District 5 representative from 1965 to 1977 and was deputy city attorney from 1963 to 1964. After being defeated in 1977 in his bid for a fourth term, Morrow has worked as a private attorney and has been active on the San Diego County Democratic Party Central Committee. He also ran unsuccessfully for the Assembly.
In declaring his candidacy, Morrow vowed to “clamp down on abuses of power by elected officials.” He characterized himself as a “proven fighter for a more livable environment” and described himself as “initiator and father of open space in San Diego.”
