Farmers holding a vigil in the rotunda of the state Capitol in Madison, Wis., to focus attention on their plight urged Gov. Anthony S. Earl to support a moratorium on farm foreclosures. The governor rejected the plea, saying such a move would reduce credit for other farmers. Earl assured the protesting farmers that he would carry their message and recommendations to a meeting Friday with other Midwest governors in St. Paul, Minn.
