The Colombian town of Armero, devastated by a mid-November volcanic eruption and mud slide, has been declared a national monument and will be converted into a national park, the government said in Bogota. The town area, now covered by a blanket of dried mud dotted with green patches of rice and sorghum, will be named the National Park of Hope. A reconstruction fund set up after the Nov. 13 tragedy will build a chapel and a momument in memory to the 23,000 people killed by the avalanche of mud that engulfed the town.
