An investigation failed to turn up any explanation for why five state employees working on the same floor of an office building in Albany, N.Y., lost babies to miscarriages or infant death within 10 months, health officials said. Of five women working for the state Council on Children and Families who became pregnant from December, 1984, to September, 1985, four had miscarriages and a fifth bore a child who soon died, health officials said.
