The Los Angeles City Council agreed to hire a demographics expert to review a city redistricting plan being challenged in court by the U.S. Justice Department. The council has until Jan. 17 to respond to the department’s lawsuit, which alleges that the voting strength of Latinos was diluted when new council districts were formed in 1982.
