Buoyed by the response to its holiday season parking program, Horton Plaza shopping center has decided to extend until March 31 the program that gives patrons three hours of free parking, center officials said Wednesday.

“The next three months will provide us the necessary time to continue to evaluate the entire parking program,” said Bob Dobson, the center’s general manager.

One major complaint about the center, which opened in August, was that its complex rate structure confused and angered some shoppers, some of whom had to pay $9 or more for parking at the center for only a few hours.

There were separate rates for those who made purchases worth at least $7, for people who only window-shopped, a nighttime rate and different charges on weekends.

On Nov. 9, Horton Plaza officials changed the fee structure for the holiday season. The program, scheduled to end last Thursday, gave shoppers three hours of free parking, after which they were charged $1 for each additional hour.

Officials had planned to return to a modified validation system, but decided to continue the free parking.
