Detroit Edison Co. could be fined up to $100,000 for each of 26 operating violations found at its Fermi II nuclear power plant at Monroe, Mich., last year, the Nuclear Regulatory Commission said. An NRC report said at least seven of the violations were serious and “collectively represented a breakdown in . . . controls designed to safely operate the plant.”
