Dozens of Haitians were thrown overboard and left to drown by the crew of their overcrowded sailboat as it attempted to reach the United States last September, an investigation by immigration and Coast Guard officials concluded. At least 30 and as many as 60 Haitians died on the September voyage of the Sainte Famille from Haiti, U.S. officials said. The ship was intercepted by a Coast Guard cutter and was returned to Haiti.
