Assessor’s Nightmare
Proposition 13 was approved by the voters on June 6, 1978. Most people overlook the fact that it was retroactive to March 1, 1975. In other words, we in the assessor’s office, did not just start reappraising everything that had sold after June 6, 1978. It was necessary to reappraise everything that had sold and was considered a reappraisable event, after March 1, 1975.
How about an article on what a bureaucratic nightmare we in the assessor’s office are having with SB 813 (which requires the immediate reassessment when property changes hands). You would not believe the paper work involved with keeping two assessment rolls!
I attended an appraisal seminar in Pasadena in November and Richard Nevins from the state Board of Equalization stated that since Proposition 13 passed, they have published or issued 1,296 assessor’s letters in reference to Proposition 13 to the 58 assessor’s offices in the state.
