Issued an executive order instructing state institutions to reduce their energy use by 15% for 1989-90 and 25% for 1992-93 by increasing efficiency without endangering public health and safety.

Assembly Committee Action:

Automobile Insurance: The Assembly Finance and Insurance Committee rejected two bills (AB 654 and AB 2214) that would have prohibited automobile insurance companies from basing rates on where a policy holder lives and required companies to base premiums on a motorist’s driving record instead of residence location. The votes were 2-13 and 4-12, respectively. Assemblywomen Gwen Moore (D-Los Angeles) and Gloria Molina (D-Los Angeles) sponsored the two defeated measures.

Bills Introduced:

School Bus Safety: AB 2730 by Assemblyman Richard Robinson (D-Garden Grove) would require stricter safety standards for school buses. The Highway Patrol and Department of Education would make recommendations to the Legislature on the appropriateness of seat belts. The governor vetoed a similar bill last year.

Senate Bills Introduced:

Pensions: SCA 32 by Sen. Wadie P. Deddeh (D-San Diego) would prohibit large windfall pension increases scheduled to go into effect next year for former elected state officeholders. If approved by the Legislature, the constitutional amendment would have to be ratified by voters at the November general election.
