The San Bernardino County Planning Commission recommended approval of a Los Angeles-based black fund-raising group’s revised application to build a controversial retreat at Crestline, in the San Bernardino Mountains. The Brotherhood Crusade’s new application excluded earlier plans to use the site as a youth camp and provided that no more than 25 children would be allowed at the site at any one time. Crusade officials said these concessions were necessary to mitigate concerns by nearby retirees living in mobile homes that the retreat would create excessive noise in the residential mountain area. The commission’s recommendation will be considered by San Bernardino County supervisors on Monday.
