Spending on pollution control equipment created nearly 167,000 jobs last year, enough to make environmental protection the equivalent of one of the largest companies in the American economy, according to a report prepared by a Washington consulting firm, Management Informations Services Inc. “The report illustrates that while many have been arguing over how badly environmental programs hurt the economy, a major profit-making, job-creating industry was being born,” the paper said.
