A new judge has been assigned to the preliminary hearing scheduled to begin next month for “Night Stalker” suspect Richard Ramirez. Judge Maxine F. Thomas, presiding judge of Los Angeles Municipal Court, said she decided to transfer the case from Judge Candace Cooper to Judge James F. Nelson because of the heavy caseload in Cooper’s courtroom. Deputy Dist. Atty. Phil Halpin, the prosecutor, said he does not believe the change will delay the preliminary hearing, now scheduled to begin Feb. 24.
