Calling for a reduction in nuclear arms, stronger environmental protection and greater fiscal restraint, La Jolla psychiatrist Daniel Kripke on Wednesday announced his candidacy for the Democratic nomination for the 41st Congressional District seat now held by Rep. Bill Lowery (R-San Diego). Kripke, an unsuccessful state Senate candidate in 1982, acknowledged that he is a heavy underdog in his bid to unseat the three-term incumbent, but predicted that he would “bloody and bruise” Lowery by focusing public attention on his “absolutely disastrous” votes in Congress. Kripke, a 44-year-old professor of psychiatry at UC San Diego, is the only Democrat to enter the race.
