Wilshire Bancorp, parent of Wilshire Bank, Los Angeles, announced that Eugene E. Elling was elected chairman and chief executive, succeeding Paul D’Arcy, who resigned to devote more time to his investment company. Ronald D. Seifert was named president and chief operating officer of the 4-year-old bank.
