Heavy Snows Paralyze Southeastern France

MONTPELLIER, France —
Heavy snow over the past several days has caused havoc in southeastern France, forcing authorities to declare a local state of emergency with thousands of people without heat or lighting and main roads blocked by snowdrifts.
Nearly 6 feet of snow was recorded in some areas, blocking the highway linking France and Spain.
Officials said about 80,000 homes were without electricity and standby diesel generators were being installed in hospitals. Essential supplies, including candles, were being rationed.
