A member of the San Diego County Board of Supervisors and a scientist from Moraga have been named by Gov. George Deukmejian to new positions on the state Air Resources Board. Supervisor George Bailey of La Mesa will represent air pollution districts on the board. John Lagarias, president of Lagarias Associates, a science and technology firm in Moraga, will represent chemical engineers. ARB positions are designated to represent various interest groups. The board, which coordinates state and regional anti-smog laws, previously had seven members. The positions require Senate confirmation.
