Secretary of State George P. Shultz asked Congress to approve a $4.4-billion anti-terrorist security improvement program at U.S. embassies abroad, a 45% spending boost that includes fortified new buildings and 1,300 new security-related jobs. Shultz said he is subjecting his entire budget to “intense scrutiny” and “scrubbing everything” in order to make room for the security improvements, which he said are absolutely essential if the United States is to continue to conduct diplomatic business abroad.
