S. Africa Won’t Free Mandela

JOHANNESBURG, South Africa —
The government said that today’s East-West prisoner swap which included Soviet dissident Anatoly Shcharansky did not meet Pretoria’s conditions for releasing jailed black nationalist leader Nelson Mandela.
Justice Minister Kobie Coetsee said South Africa had set conditions under which it would be prepared to free Mandela, including the release of Soviet dissident Andrei D. Sakharov and a South African soldier captured in Angola. “Mr. Mandela cannot therefore be released,” he said.
