Lebanese Premier Rashid Karami said the government will crack down in Muslim West Beirut to stop a rash of kidnapings, killings and holdups. “A new security plan has been concluded and will be implemented within hours,” the Sunni Muslim leader told reporters after a two-hour meeting with army and militia commanders and Syrian military observers. Military sources said army units will be empowered to raid militia offices, arrest troublemakers and confiscate weapons.
