A group representing 14,000 foster parents in California said they will refuse to accept abused or neglected children as of March 15 unless the Legislature provides liability insurance. Susan Gambini of Visalia, president of the California Foster Parents Assn., said the planned moratorium would not affect Los Angeles, Orange, San Diego and Sacramento counties, which provide their own liability insurance for individual foster homes. Numerous counties have found it difficult to obtain insurance because an increase in claims has made companies reluctant to cover child care centers and foster care programs.
