Two rival growth measures appear on San Clemente’s special election ballot on Tuesday.
Measure B is the peoples’ initiative that limits growth to a manageable 500 residential dwelling units each year.
Measure A, the City Council’s initiative, is being paid for almost wholly by three backcountry developers. It will not prevent the present unlimited, massive growth from continuing.
