Defense Secretary Caspar W. Weinberger has decided not to ban the sale of cigarettes at military commissaries, Pentagon sources said today.

Instead, the sources said, a “massive, tough educational campaign” will be launched. One source said Weinberger dropped the idea of banning cigarette sales in commissaries because of concern about the precedent that would establish for pricing commissary items. He also reportedly decided against eliminating the discount that servicemen now enjoy on such purchases.
