The federal government plans to join an exodus from the high-priced rents of San Francisco to the more moderately priced offices across San Francisco Bay in Oakland, according to the General Services Administration. Ross Biatek, deputy regional administrator for the GSA, said 3,000 to 4,000 federal employees would work in a new $135-million office project in downtown Oakland, with a “substantial number” of them moving from San Francisco.
