Donald B. Talcott, president and chief operating officer at Birtcher, has been named a partner, the first time someone outside the Birtcher family has been admitted to the Laguna Niguel-based partnership, which develops commercial properties around the nation.
Talcott joined the company in 1980 as chief financial officer.
