Construction of the San Gabriel Valley’s tallest and largest building, the 13-story Eastland Tower, has started. The $41-million, 230,000-square-foot office building with four levels of subterranean parking is a joint effort of the West Covina Redevelopment Agency and Hassen Development Co. Agency officials say the building should be completed by late 1987. Designed by the Los Angeles firm of Langdon-Wilson-Mumper Architects, the tower will feature a full granite facade on its western side and horizontal bands of green reflective glass on its three other sides.
