The National Conference of Black Mayors said the federal government is creating an “extremely hostile environment” and demanded more money for cities, minorities and the poor. “We can find the dollars for everything else, for attacking Libya . . . for supporting the contras in Nicaragua, things which are, in my view, un-American,” said Mayor Richard G. Hatcher of Gary, Ind., as about 175 mayors concluded their convention in Atlantic City, N.J. The mayors urged President Reagan and Congress to reauthorize federal revenue sharing and demanded vigorous programs to enhance equal employment opportunities for minorities and women, to protect civil rights and to help the homeless.
