Compromise anti-litter legislation was approved on an 8-0 vote by the Senate Appropriations Committee. The measure is designed to encourage the recycling of bottles and cans by requiring refundable deposits of at least a penny and as much as 3 cents on beer and soda containers. The bill by Assemblyman Burt Margolin (D-Los Angeles) now faces a vote of the full Senate.
