After a nationwide search, the Newport Beach city manager decided on local talent for his new police chief and appointed Arb Campbell, a 20-year veteran of the force.

Campbell, 47, who has served as acting chief since the retirement of Charles Gross last January, said he has been conferring all that time about “how to go about improving the department’s image.

“I don’t mean to imply it’s a serious problem in our department, but some officers can use a little better discretion in enforcement tactics and improve their enforcement attitudes,” Campbell said.

A recent study of the force by the National League of Cities came to much the same conclusion. The department has more than 100 lawsuits and claims against it for allegedly excessive force.
