Avco Lycoming Co., a large aircraft engine manufacturer, has paid the government a $200,000 fine to settle charges that it failed to follow quality control procedures, the Federal Aviation Administration said . . . Standard & Poor’s said it downgraded Western Union Telegraph Co.’s debentures and notes to CCC from B. S&P; also downgraded the outstanding debentures of the parent firm, West Union Corp., to CC from CCC.
