Deaver, Besieged by Protesters, Agrees to Carry Their Complaint to President

Protesters packed the offices of former presidential aide Michael K. Deaver for more than an hour Monday, before he promised to deliver their charges of waste and massive fraud in the military budget to the White House.

Deaver, a longtime friend of President Reagan and formerly White House deputy chief of staff, met with two leaders of National People’s Action as about 250 members of the group chanted anti-Reagan slogans in the reception areas of Deaver’s offices.

Police closed the area and firefighters, summoned by a false alarm, stood by. One demonstrator felt faint and was given oxygen. There were no arrests.

“We went in for a meeting. We left with a victory,” said Marie Bryan of Chicago, who, along with Mary Ryan of Providence, R.I., met with Deaver.

“Deaver said he will take our message and letter intact to the President, and ask the President for a meeting with NPA representatives,” Bryan said.

Deaver aide Pam Bailey said that he “asked that he be given the opportunity to read the material . . . before scheduling another meeting to discuss recommendations on whom in the Administration they might meet with.”

The organization is a nationwide coalition of liberal, neighborhood social-action groups.

Deaver left the White House in 1985 and established Michael K. Deaver & Associates, a consulting and lobbying firm. He recently asked that an independent counsel be named to investigate allegations that he has violated conflict-of-interest laws in his activities as a lobbyist.
