Col. Moammar Kadafi said the Soviet Union would have to respond if the United States attacked Libya with cruise missiles, the official Libyan news agency JANA reported today.

The agency also quoted Kadafi as telling a crowd in the port city of Benghazi on Thursday that Libya would “follow America’s lead” by “confronting violence with violence.”

Specifically mentioning Egypt and Italy, Kadafi reportedly said that Libya would attack any country it considers hostile and called on 1 million Libyans to arm themselves.

Kadafi has not been seen in person by Western journalists since the day before U.S. warplanes bombed Benghazi and Tripoli on April 15.

Some U.S. news reports have said U.S. military leaders, in contingency planning for another strike against Libya, were considering the use of cruise missiles armed with conventional warheads.
