Lawrence B. Mulloy, the shuttle booster chief who played a critical role in the decision to launch Challenger on Jan. 28, was transferred to a new position Friday, but officials insisted it was “not a demotion.”

Mulloy was appointed assistant to the director of the science and engineering directorate at the Marshall Space Flight Center.

William Lucas, director of the rocket center, said Gerald Smith had been appointed manager of the solid-fuel rocket booster project, replacing Mulloy.
