Firefighters in southwestern China drank wine and held meetings while a March forest fire that killed 56 people raged nearby, the People’s Daily reported Sunday. It said Forestry Department investigators also found that no one answered emergency calls in Yunnan province after another fire broke out a day later, killing 24.
