Don Dorian, senior vice president at ARCS Mortgage Inc., Canoga Park, has been promoted to executive vice president. His responsibilities will include overseeing the underwriting, marketing and loan funding activities of ARCS’23 offices nationwide. Ira Cohen has been promoted from vice president to senior vice president.

Carol Berry has been promoted to executive vice president of Bayco Financial Corp., Torrance, and following retirement of company president Happy Kelly Berry’s promotion places her in charge of the entire Bayco operation, including the Commercial Real Estate Division, the Residential Property Management Division, the Corporate Suite Division and Financial Services.

Robert N. West, a 21-year veteran in the manufactured housing industry, has been named to receive the prestigious Jack E. Wells Memorial Award, the highest honor bestowed each year by the Western Manufactured Housing Institute.

Marc I. Simmons has been promoted to senior vice president of marketing and sales for McKellar Development, La Jolla. He joined the company in 1980 as sales and marketing manager.

Five months ago, William B. Semco, chairman of Semco, Sweet & Mayers, nationally recognized Los Angeles-based consulting engineering firm, retired. He sold out to Steve Halpern who succeeded him as chairman under terms of a non-restrictive agreement. But Semco has just announced that he has “retired from his retirement” and is working from his home at 4133 Hayvenhurst Drive, Encino. He already has a workload of 2 1/2 million square feet of distribution center layouts to complete for various warehouse centers in California, Oregon, Washington, South Dakota, Indiana, Ohio and Maryland.

Parry O’Brien and Phillip C. Hagar have been appointed vice presidents of business development by Kennedy-Wilson Inc., a Santa Monica-based real estate auction company.

Randolph A. Jefferson and Richard W. Poulos have been named partners at Langdon Wilson Mumper Architects, Newport Beach. Both had been affiliated with the firm as project directors.

Richard M. Schammel, Coldwell Banker Real Estate Management Services controller, has been named a vice president of the national real estate firm.

Michael E. Meyer has been promoted from project manager to vice president in charge of real estate development at the Legacy Cos. of Newport Beach.

Raymond Liesegang, president of Century Parking Inc., Los Angeles, will be honored on June 6 at the annual fund-raising dinner of the Foundation for the Peoples of the South Pacific for his long-standing support.

Douglas R. Ring, a partner in the Westwood firm of Howard, Ring & Chizever, has been named to the board of directors of Alternative Living for the Aging, a nonprofit organization that provides shared living quarters for seniors.

Gail Schwartz, director of marketing and organizer of the marketing department for Herbert Nadel & Partners, and William Rockhold, director of the Hotel Division operations, have been promoted to associates in the firm. John Elizalde, who joined the Nadel organization five years ago as project designer, is now a partner.

Uri Sheinbaum has been appointed chairman of Calmark Properties Inc., Los Angeles, and Don Brumlik has been named president of the firm. Sheinbaum is a former chairman of Consolidated First National Corp. and Brumlik was a vice president of Watt Industries.

Robert Sawyer, principal of Land Concern Ltd., Santa Ana, has been appointed to the board of directors of the Landscape Architecture Foundation, Washington. He is a co-founder of Southern California’s LAF affiliate, the Committee of Landscape Architecture Student Scholarships Fund.

Pegi DiRienzo is the new director of marketing for the Newport Beach operations of The Planning Center. She will also coordinate the marketing activities for the firm’s Tucson offices.

Randall L. Hunter, formerly with Lomas & Nettleton Mortgage Banking, has been named by Schneider Commercial Real Estate, Los Angeles, as vice president of real estate finance for its Financial Services Group. Don C. Paul has been named associate vice president in the company’s Orange office.

Robert M. Thompson has been named vice president for development for the Colorado operations of Hillman Properties West Inc., Newport Beach. Most recently he was associated with Reynolds Properties in Denver.

John W. Milo has been promoted to vice president of the development engineering department of Stolte Inc. He has been with the firm for five years. Romulo F. Balagot has been appointed vice president-estimating; he has served with the company for the past 16 years.

Edward McArdle has been appointed director of the architectural design and planning center division of Howell Construction Co., San Marcos.

Judith Steinkamp has been named director of business development for the commercial division of Cannell & Chaffin. Most recently she was associated with Design One, Century City.

Century American, Orange, has filled three executive posts: David A. Passmore has been named controller; Barbara Devine-Johnson has been appointed consumer services supervisor, and Dan Moore has been named director of marketing.

Kim J. Walker, formerly with Bramalea California Inc., has joined California Communities Inc. of Costa Mesa as vice president of development.

William H. Adair, a commercial investment marketing specialist with Grubb & Ellis, has been awarded the Certified Commercial-Investment Member designation at the Commercial-Investment Real Estate Council of Realtors National Marketing Institute.

Charles J. Ferraro and Susan Kelly have been named general manager and marketing director, respectively, for the Four Seasons Hotel, currently under construction in Los Angeles at the corner of Doheny Drive and Burton Way.

Howard J. Edelman, executive vice president for Centre Properties Ltd., Los Angeles, has been named director of leasing for western properties.

Joyce Powers, a member of the Nursery Industry for the past 11 years, has been named maketing coordinator for Valley Crest Tree Co.
