A federal appeals court upheld a District of Columbia ballot initiative, disputed by the city since voters approved it two years ago, that requires the local government to shelter the homeless. Unless district officials request a rehearing, the local Washington government must now make sure that the estimated 6,000 homeless people in the nation’s capital find shelter. The initiative was approved Nov. 6, 1984, by 72% of the vote.
