Philippine Aide Quits

MANILA —
Deputy Information Minister Eduardo Zialcita resigned Tuesday, the first official to leave the three-month-old administration of President Corazon Aquino. In his resignation letter, Zialcita said he was quitting for personal reasons, but he later told a reporter he had been involved in a power struggle with Information Minister Teodoro Locsin.
