The plan, proposed by Energy Secretary John S. Herrington, would set the price ceiling for natural gas above market value, rendering it almost meaningless. About 40% of natural gas, which supplies nearly a quarter of the nation’s energy, is subject to “just and reasonable” price ceilings set by the Federal Energy Regulatory Commission and its predecessors since 1938.
